Parking Tickets

How to pay:


Online - You may scan the QR code located at the bottom of your ticket or pay utilizing our online ticket payment resource with a credit card. This is the most efficient method.

In Person - Pay in person at the Parking Office during the hours of 8am to 4pm, Monday-Friday. You may pay with check/money order or credit/debit card. IF you are paying with cash, you MUST provide exact change. Credit cards have a 3% service fee.

Mail - Tickets can be paid by mail and sent to the following address:

Print your name, address, and parking-ticket number on the lines provided. Make the check out to "Borough of West Chester Parking Services Department"

Enclose a check or money order for the correct amount- tickets paid within the first 14 days receive at $10- discount. Do not mail cash! DO NOT DISPUTE TICKETS BY MAIL! Tickets must be disputed online through the portal.

Please write the parking ticket number on the check or money order.

Deposit Box - Payments can be dropped off in the silver box that is stationed in the borough municipal parking lot. There is also a drop box located in the Borough Hall (blue box) that is available during office hours.

Pay By Phone – Dial 610-546-7054 from a touchtone phone and follow the prompts.

Disputes:

  • All Parking Service disputes must be submitted through the online portal.
  • The office will respond within five (5) business days from the date it is received. If you have disputed a ticket and have not received a response, please check your spam email.
  • If a ticket appeal is denied, the requestor has the opportunity to appear before a judge in District Court. Please note, that this could incur the court costs in addition to the original ticket fine. Court is an opportunity to argue the validity of a ticket, not to make a deal. 
  • As a matter of policy, the following are not acceptable as grounds for appeal:
    • Another person was driving your vehicle
    • Conflicts or tardiness going to or returning from appointments
    • Failure to have an appropriate, sufficient amount of coins or alternate payment methods
    • Inability to find a valid parking space/ Unavailability of parking spaces
    • Lack of knowledge of the Borough’s parking regulations
    • Forgetfulness
    • Failure to display permit
    • Inability to see sign
    • Insufficient funding to pay ticket
    • Short parking duration

*If your dispute is regarding a ticket written by a West Chester Police Officer, you may reach out to the Police Department to contact the WCPD directly. The Parking Services Department does not have the ability to manage disputes on tickets written by Police. Otherwise, you may need to resolve the issue in court.

Assistance

If you do not have a parking ticket and need ticket information, you may search by license plate in the online portal. If that does not work, you may contact the Parking Services office at 610-696-4521 or parkingdepartment@west-chester.com for assistance. If you have received a WCPD ticket, it may not have been entered into the system yet. In that case, we are happy to expedite the process- feel free to email a picture of the ticket with your inquiry to parkingdepartment@west-chester.com.
