West Chester is governed by Borough Council which consists of 7 members elected to serve 4 year terms, representing each of the voting wards in the borough. Council directs the activities of the borough through the Borough Manager, who supervises all departments except the Police Department. The Mayor directs the activities of the Police Department through the Chief of Police. Municipal elections occur every two years, alternating between even and odd number wards. Council members are limited to two consecutive elected terms.

Meetings
Borough Council has public meetings every month usually in the large meeting room at 401 East Gay St to consider actions. The voting session takes place the third Wednesday of the month and the work session the previous day. In addition, smaller Committees of Borough Council meet the week prior to the work and voting sessions to consider recommendations and explore issues in more detail.
